Overview

An excellent opportunity as arisen for a permanent waste commissioning role at Buckinghamshire Council.  You'll use your experience of waste procurements and delivering waste infrastructure programmes / projects, as well as your  knowledge of the waste industry to help to ensure that our Strategic Waste Management team will continue to provide effective and efficient services by commissioning new service contracts, as well as maintaining and optimising existing waste contracts. 

About us

The Strategic Waste Management team is a supportive and collaborative team, who work in a dynamic way with energy, passion and drive.   Made up of two areas, Waste Commissioning and Waste Contracts, the team have key roles in procuring major contracts and then managing them on a day-to-day basis, providing a core service to Buckinghamshire’s residents.  Working in the team means there are plenty of opportunities for learning and development in both a formal and informal capacity.  The team believes in ‘growing our own’ so there are excellent opportunities for career progression.  The team are friendly, approachable and always up for the next challenge!

About the role

In this role you’ll be within the Waste Commissioning side of the team where you will be required to take a lead role in developing and delivering services with a high level of technical expertise, leading on complex waste procurements, waste infrastructure programmes / projects and contractual framework agreements. The role requires someone with the ability to develop and deliver strategies, and implement plans with expert waste management knowledge, proactively communicating to a wide range of stakeholders internally and externally, for example colleagues, customers, councillors and senior officers.  In order to support the Waste Management service the role will also require the management of risks and budgets in delivering programmes and projects, and to ensure all stakeholders are aware, engage and comply with relevant regulations and procedures, which will require a high degree of negotiating, collaborating, influencing and persuading skills.

About you

Educated to degree level or equivalent, you’ll have a strong background in a waste commissioning / procurement and or leading / managing the delivery of waste infrastructure, together with a proven ability to contribute to service planning, improvements, and development activity.

You’ll come to us with experience of project management, you will demonstrate initiative and the ability to manage complex plans, prioritise and co-ordinate resources to deliver priorities within time constraints.

You’ll have significant experience of setting standards / measures, and the writing and presenting of reports, specifications and agreements.

Naturally, you’ll have excellent interpersonal, persuasion, and negotiation skills with both internal and external stakeholders at all levels.  You’ll have a proven ability to build relationships, engage effectively and influence stakeholders in complex situations, be able to communicate changes in policy and strategies, as well as provide expert advice, guidance, and support on complex issues.

Please note that access to your own vehicle is an essential requirement for the role as there will be a need to travel across the county to various sites.
